Lic. Claudia Elizondo Escamilla

Administration Manager
Claudia has a B.A. in Economics, Universidad Autónoma Metropolitana (UAM-Azcapotzalco). She is the administration manager of QFD and has more than 10 years of experience in accounting-administrative roles.

Arturo Aguilar Ph.D.

Partner and Researcher
Arturo Aguilar is an assistant professor of economics at Instituto Tecnológico Autónomo de México (ITAM). Arturo’s research interests lie mainly in the development, public policy, applied econometrics, and labor economics fields. His most recent work focuses on early child development, health and public service provision and early child literacy. Arturo also has published work in the agriculture and immigration topics; he also teaches at the graduate and undergraduate level at ITAM. Arturo holds a Ph.D. and M.A. in Economics from Harvard University and a B.A. in Economics from ITAM. He is also a research affiliate at the Institute for the Study of Labor (IZA).

Lic. Alejandra Rogel

Project Manager
Alejandra Rogel has a B.A. in Ethnology by the Nacional School of Anthropology and History, studies of Communication Science at UNAM and is in the process of obtaining her Master´s in Public Policy at ITAM. She is currently working with the World Bank as consultant for the Labor Task, coordinating the impact evaluation of the project: Mexico: Labor Inclusion for the Youth, and for the Social Protection Task contributing to a qualitative evaluation on the National Job Service. For the last years, she has participated in multiple impact evaluations at QFD (Prospera Monetario, Prospera Digital-Health, among others) and other institutions such as: Innovations for Poverty Action – IPA (with projects on domestic violence; air quality; employment, retirement and savings) and the Abdul Latif Jameel Poverty Action Lab – JPAL (with projects on emergency housing). She has received training in project managing of impact evaluations at the USA and Peru; she has ample field experience with indigenous communities and marginalized groups; and has international certification on mindfulness techniques.

M.P.A. Manétt Rocío Vargas García

Partner and Researcher
Manett Vargas has a Master’s Degree in Public Affairs from Princeton University and a B.A in Economics from ITAM. As part of her professional career in Mexico she has worked in government institutions such as the Ministry of Health, where she held the position of General Director of the Oportunidades Program, coordinating the health and nutrition component of the program nationally and contributing to the development of Seguro Popular; and in the Central Bank. She has dedicated most of her work to the design and implementation of social policy, and the coordination and development of process and impact evaluations, such as the experimental impact evaluation of Seguro Popular at Harvard University. Manett has also been a consultant and external advisor in health and social and economic development for several institutions such as: the Mexican Institute for Social Security (IMSS), the Ministry of Health, the Ministry of Social Development, the Ministry of Education and the Carlos Slim Foundation, among others. She is a professor at ITAM, teaching courses on Development Economics, Health Economics and Social Programs and Evaluation. Her topics of interest are poverty, income distribution, gender equality and, mainly, health policy.
